if you are going to have a militia, would you pay for the necessary training??

Militia is a group of untrained civilians so why would you give them up to another part of the country?

This is slightly different than representation by population. What are the populations of the colonies? Are these decisions for affecting everyone?

Discussions went well today, but I'd just like to state that CE never agreed to the 30% for agriculture.
